Tenterfield Shire Council
Tenterfield is divided into five wards and each elects just two councillors. Half of two is one, so writing a single 1 on your ward paper is already a formal vote — the smallest number this rule ever produces. The shire seats ten councillors in all, but the paper in your hand only ever elects two of them.
